In recent years, significant changes in team racing have occurred in terms of umpiring techniques, positioning and consistent application of calls. New material to address these changes has developed piecemeal for umpire clinics and seminars.
An informal working party was formed with the goal of creating a manual that describes current umpiring best practices, promotes consistency, and stimulates discussion. The manual evolved to help new umpires into the sport and toward certification. It does not replace or supplant official documentation such as published by ISAF.
